Kinetech Mobility eVoucher and Rideshare

Voucher programs are the most cost-effective way to close the mobility gap.

The platform is what makes them work. Digital vouchers, GPS-verified trips, and provider payment in days for Section 5310, NEMT, and transit voucher programs. The rider, the trip, the provider, and the funding stay on one record from enrollment to reporting. Built on the Section 5310 eVoucher platform in production at Utah Transit Authority.

The Problem

Most voucher programs still run on paper trip tickets and spreadsheets.

Specialized transportation sits where federal grant rules, Medicaid, civil rights requirements, and daily service meet. When the rider record, the trip, the provider, and the funding live in different systems, data is lost at every handoff. Providers wait weeks to be paid, and federal reporting turns into a month-end reconciliation.

Trip tickets are on paper and have to be checked by hand before anyone is paid.
Provider payment takes six weeks or longer because every trip is reconciled by hand.
One trip can have several funders each with its own rules, rates, and reports.
Federal reporting is rebuilt every month from records that were never designed to feed it.
Riders call to check their balance because they cannot see it anywhere.

Every trip verified. Every provider paid in days.

Kinetech Mobility eVoucher and Rideshare keeps the rider, the trip, the provider, and the funding on the same record. GPS-verified trips flow straight into payment and into federal reporting, so a report is a query against production data, not a reconciliation.

How a Trip Moves

From enrollment to provider payment on one record.

Six stages, every trip. Each is configured to your program's rules by program staff, not coded.

01 · Enrollment

Riders apply through the portal, a caseworker, or a referring agency, and are checked against every mobility program they may qualify for.

02 · Voucher

Vouchers go to the rider's phone, on paper, or to a provider, with trip purpose, boundaries, frequency limits, and subsidy caps set by program.

03 · Trip request

Riders or caseworkers book through the portal, the app, or a call center. Eligibility and available funding are checked before the trip is confirmed.

04 · Trip delivery

An enrolled provider, including rideshare, delivers the trip. Pickup and drop-off are GPS-verified with time, place, and rider confirmation.

05 · Payment

Validated trips are invoiced at the provider's rate and paid in days, with the cost allocated across every eligible funding source.

06 · Reporting

Trip, rider, and payment data feed federal and program reporting without a separate reconciliation.

Underneath every trip: role-based access, fraud indicators on unusual patterns, and an audit trail on every enrollment, authorization, and payment.

Capabilities

What the platform covers.

Configured for voucher and trip programs, not written from scratch.

Rider eligibility and enrollment

Self-service, caseworker, and partner enrollment, with every mobility program a rider qualifies for identified from a single enrollment.

Digital vouchers

Vouchers issued to a phone, on paper, or to a provider, with trip purpose, boundaries, frequency limits, and subsidy caps as settings.

Provider network

Provider enrollment, rate structures by trip type, and on-time and no-show tracking.

GPS trip verification

Pickup and drop-off logged by GPS in the driver app and checked against the authorized trip.

Payment and fund braiding

Invoices generated from completed trips, paid by ACH with remittance detail, and allocated across FTA, Medicaid, VA, state, and local sources per trip.

Rider portal and notices

Trip requests, balances, and trip history on a phone, with text and email confirmations and accessible screens.

Federal reporting

NTD, Section 5310 and 5311, Title VI and ADA reporting drawn from the same trip records.

Driver apps

Native iOS and Android apps for drivers, with every trip GPS-verified and logged.

Each capability is configured to your program and extended in two-week sprints.

Proven in Production

Running Section 5310 vouchers at Utah Transit Authority.

UTA runs a Section 5310 voucher program for older adults, riders with disabilities, and veterans across its rural service area. The paper process had become expensive to run, slow to keep up with demand, and open to fraud, and drivers waited weeks to be paid.

Kinetech replaced it with a digital eVoucher platform: an agency portal for program setup, a phone-friendly portal for trip requests, and native iOS and Android apps for drivers. Every trip is GPS-verified and logged, and driver payments carry full 1099 handling. Provider payment now takes two to four days.

3,856 completed rides and about 65,000 miles driven across six agencies, with $41,002 in funding distributed so far.
Provider payment in 2 to 4 days down from six weeks or more on paper.
Every trip GPS-verified with pickup and drop-off confirmed before payment.
Funding braided per trip across federal, state, and other sources, with attribution for audit.
Native driver apps on iOS and Android, alongside the rider portal.
Why Kinetech Mobility

Built for programs that answer to several funders at once.

One rider, one trip, several possible funders, each with its own rules, rates, and reports.

Braided at the trip level

Each trip is charged to the right funding source with full attribution for audit, so a program can add funders without adding reconciliation work.

Verified before paid

Trip data is checked against the authorization before it becomes a payment, so providers are paid in days and the audit trail stays intact.

Built for grant cycles

Licensing is set up for multi-year federal grants, so a change of operator or funder does not force a change of licensing.

The configuration is yours. The roadmap is yours.

How We Deliver

Configured first, then extended where your program is different.

Two-week sprints from a mapped Sprint 0 to hypercare, with your staff and providers testing real trips under their own roles.

Compliance & Security

Built to the standard your program has to meet.

SOC 2 Type II · ISO 27001, 27017, 27018 · NIST SP 800-53 · HIPAA-ready · WCAG 2.1 AA and Section 508. Built on a FedRAMP Moderate authorized platform. Applications can be deployed into FedRAMP Moderate or High environments where a contract requires it; commercial cloud as standard. Your agency retains exclusive ownership of all data, documents, configuration, and audit logs, with real-time access through an OData connector for Power BI or Tableau, and structured exports plus a Certificate of Data Destruction on exit.

Certifications and attestations

SOC 2 Type II, ISO 27001, ISO 27017, and ISO 27018. Reports are available on request to support agency vendor risk assessments.

FedRAMP where the program requires it

Built on a FedRAMP Moderate authorized platform. Applications can be deployed into FedRAMP Moderate or High environments where a contract requires it; commercial cloud as standard for programs without a federal authorization requirement.

NIST SP 800-53 and StateRAMP

Applications inherit platform-level control implementation and add engagement-specific controls. Delivery aligns with StateRAMP Moderate where required by state contract.

HIPAA

Business Associate Agreements are supported. Encryption, access controls, audit logging, and breach notification align with the HIPAA Security and Privacy Rules where an application processes protected health information.

Accessibility, WCAG 2.1 AA and Section 508

Accessibility is designed in from the first sprint, not audited at the end. Automated scanning runs every sprint, and screen reader testing with NVDA, JAWS, and VoiceOver covers critical workflows before release. An Accessibility Conformance Report in VPAT format is produced as a delivery artifact.

Encryption and access

TLS 1.2 or 1.3 in transit and AES-256 at rest. Every environment uses an isolated database instance. Permissions are enforced at the data model, so a restricted user cannot reach protected data even through an API.

Cloud agnostic. Deploy on the cloud you choose. Azure, Google Cloud, and agency-controlled environments are supported alongside AWS.
