PROVEN FROM FEDERAL PROGRAMS TO COMMUNITY ACTION AGENCIES

Trusted by Agencies and Nonprofits Across the US.

1.5 million+ families served. $3 billion+ in public funds distributed. Programs in production at state housing finance authorities, utility commissions, transit authorities, county election boards, and nonprofits of all sizes.

Solutions ready for the work public programs actually do.

Each solution below arrives ready for its domain, with the workflows, forms, and reporting tuned to that kind of work. Your staff manages the work on top. The platform handles the complexity underneath.

Conductor for Household Assistance
When a family is in crisis, the system shouldn't make it harder.

Public assistance program software for LIHEAP, LIHWAP, rental assistance, weatherization, and disaster relief.

These programs exist because people are one missed payment away from a serious problem. The agencies administering them are braiding funding across federal and state sources and meeting deadlines that have real consequences if they're missed.

Programs covered: LIHEAP, LIHWAP, rental assistance, WAP, utility restitution, disaster relief, and state-funded household assistance programs.

What it does: A household applies once and is evaluated against every program it may qualify for. Fund balances update in real time. Payments reach utilities, landlords, and contractors with the remittance detail they need. When policy changes, program staff update the rules through an admin interface. The system reflects the change immediately.

Conductor for Housing Development
Housing finance is teamwork, and the team needs to see the same picture.

Affordable housing finance software for LIHTC, HOME, CDBG, and state housing trust fund programs.

The team is bigger than the agency. Developers, lenders, compliance monitors, and agency staff all touch the same projects across years of work. When each of them can see where things stand, applications move faster, draw requests don't get stuck, compliance findings don't surprise anyone, and the relationships that hold the program together hold up.

Programs covered: LIHTC (9% and 4%, competitive and noncompetitive), HOME Investment Partnerships, Housing Trust Fund, CDBG, bond-financed development, NOFAs, gap financing, and state housing trust fund programs.

What it does: Developers submit applications through a public portal. Staff score against Qualified Allocation Plan criteria and route through underwriting and committee review, all in one system. Draw requests, site inspections, tenant income certifications, and long-term affordability monitoring all live in the same platform that the application started in. When policy changes, program staff update the rules through the admin interface. The system reflects the change immediately.

Conductor for Mobility
Voucher programs are the most cost-effective way to close the mobility gap. The platform is what makes them work.

Public transit voucher and paratransit software for FTA Section 5310, Section 5311, and non-emergency medical transportation.

Voucher programs serve older adults, people with disabilities, veterans, and rural riders at a fraction of the cost of fixed-route or dedicated paratransit. They work when agencies, nonprofits, and providers can coordinate without friction, and break down when they can't. Conductor for Mobility handles the coordination, so the program reaches the people it's designed to serve.

Programs covered: FTA Section 5310, Section 5311, Non-Emergency Medical Transportation, ADA paratransit, veterans’ transportation, and locally funded mobility programs.

What it does: Riders enroll and are matched against every mobility program they qualify for. GPS-verified trip data flows directly from provider dispatch systems. Payments are processed within days of trip completion. When policy changes, program staff update the rules through the admin interface. The system reflects the change immediately.

Conductor for Homeownership
Every hour spent on paperwork is an hour not spent with a family.

Affordable homeownership program software for Habitat affiliates, community land trusts, and HUD-approved counseling agencies.

Habitat affiliates and homeownership programs spend a significant share of their staff capacity on application intake, document collection, eligibility checks, and journey tracking. The work has to happen, but it's not the work that changes a family's outcome. Hard costs add up too: credit checks, mailing, document storage, and temporary staffing through application surges. Conductor for Homeownership absorbs the administrative load and reduces those direct costs, so caseworkers spend their time where it matters: with families, in their communities.

Programs covered: Habitat for Humanity affiliate operations, community land trust homeownership, down payment assistance, HUD-approved housing counseling, homebuyer education, Individual Development Accounts, sweat equity tracking, and mortgage assistance programs.

What it does: Applicants see exactly where they stand at every stage. Sweat equity hours are logged digitally and tied to program milestones. Staff manage the full pipeline with automated alerts for stalled cases and upcoming deadlines. When policy changes, program staff update the rules through the admin interface. The system reflects the change immediately.

Conductor for Regulatory Case Management
Regulatory work has too many moving parts to manage by memory and email.

Utility commission and regulatory docket management software with e-filing, statutory deadline tracking, and public records access.

Dockets with dozens of parties, hearing schedules with statutory windows, evidentiary records that have to be available to the right people and protected from the wrong ones, and the steady pressure of bottlenecks that nobody owns end-to-end. Conductor for Regulatory Case Management gives every participant the visibility they need, controls the access they shouldn't have, and keeps the work moving through the procedural steps that govern it.

Programs covered: Utility commission dockets and contested cases, consumer complaint management, regulated-entity CRM, licensing and credential verification, permit lifecycle management, construction progress reporting, virtual currency registration, and tax and revenue program administration.

What it does: Cases open through an e-filing portal with automatic conformance checks. Party rosters, hearing schedules, evidentiary records, and order drafting workflows all live in one place. A public docket portal gives parties and the public access to filings, hearing calendars, and issued orders. Statutory deadlines are tracked automatically. When procedural rules change, agency staff update them through the admin interface. The system reflects the change immediately.

Kinetech Elections
An election happens once, at full scale, with no opportunity to course-correct.

Election management software for poll worker recruitment, polling place operations, and chain-of-custody tracking.

Every assignment must be documented as part of a chain of custody that may be reviewed by a court. On election day, you need real-time visibility into every polling place in the jurisdiction simultaneously.

What it covers: Poll worker recruitment, credentialing, training, scheduling, and payroll. Polling place management including ADA assessments. Equipment and supply logistics with full chain-of-custody tracking. Real-time election day operations, field dispatch, and incident management. Post-election audit documentation and records management.

What it does: Every person, place, and piece of equipment lives on one platform. Certification statuses and assignment confirmations are tracked continuously, not assembled the week before. On election day, a real-time dashboard shows coverage status and field incidents for every polling place. When something goes wrong, staff see it immediately and can act.

If Your Program Isn't on This List, We Still Build for It

Same Mendix platform. Same compliance posture. Built around your program.

The six solutions above are the most common program types we serve. They are not the whole portfolio.

When a program's operational shape doesn't fit one of the accelerators, Kinetech builds custom on the same Mendix platform. The accelerators themselves are assembled from a library of reusable modules: intake, eligibility, case management, document processing, fund tracking, audit, reporting, identity, and payments. Those building blocks remain available for custom work, so a custom build isn't starting from scratch. It's starting from a proven foundation.

Same platform. Same compliance posture. Same configuration model. Same delivery approach. The path forward starts the same way: a conversation about your program, an honest assessment of fit, and structured discovery before anything is committed.

Common Questions

Conductor is a case management and workflow platform purpose-built for public service delivery. It coordinates eligibility, intake, case management, fund tracking, and reporting across the agencies, providers, and partners that deliver government and nonprofit programs. It is built on Mendix and runs on AWS or AWS GovCloud, depending on the compliance posture the program requires.

Five pre-configured accelerators cover household assistance (LIHEAP, LIHWAP, rental assistance, weatherization), housing development (LIHTC, HOME, CDBG, NOFA, state housing trust funds), homeownership (Habitat affiliate operations, community land trusts, HUD-approved counseling), mobility (FTA Section 5310, NEMT, ADA paratransit), and regulatory case management (utility commission dockets, licensing, permit lifecycles, tax and revenue). Kinetech Elections is a separate product on the same platform for election operations. Programs outside these categories are supported through custom Mendix development on the same platform.

Each Conductor accelerator ships pre-configured for its domain, so the implementation starts from a working foundation rather than a blank page. Most go-lives happen within three to six months. Custom builds remain available for programs whose operational shape doesn't fit an accelerator; those engagements use the same module library, so they aren't starting from scratch either.

Yes. Income thresholds, eligibility rules, forms, workflows, and reporting templates are managed by program staff through an admin interface. Code-layer changes (new integrations, new modules, new platform-level capabilities) are scoped engagements with Kinetech, but routine program changes happen in your admin layer without a development cycle.

Conductor is deployed on AWS Commercial or AWS GovCloud, depending on program requirements, and supports compliance postures including SOC 2 Type II, FedRAMP-aligned controls, NIST 800-53, WCAG 2.1 AA, and HIPAA. Specific compliance requirements are scoped during discovery and reflected in the implementation.

Most Conductor implementations go live within three to six months. Phased rollouts and complex integrations can extend that. The discovery conversation gives a more specific range based on program scope.
Yes. Kinetech is available through TXShare, Texas DIR (DIR-CPO-5958 and DIR-CPO-5241), GSA, and TIPS. Cooperative and federal vehicles allow direct engagement under a pre-negotiated contract when a fit is clear, without issuing a new RFP. See the Procurement page for details.

Want to talk it through?

If anything on this page sparked your interest, we'd be happy to have a conversation. Tell us about your work, the friction you're running into, and what you've already tried. We'll share what we've seen work in programs like yours and where we think we might help. If there's a fit, we go deeper. If there isn't, we'll point you toward what might better serve your program.
