The Coordination Gap

What fragmented household assistance programs actually cost, in numbers.

The Coordination Gap

Every separate program is its own application, its own paperwork, its own wait. Here is what that costs the people asking for help, and the staff trying to give it.

18%

That is the share of LIHEAP-eligible households current funding actually reaches. The gap is not only funding. It is how hard the program is to find and use once it exists.

70%

Housing agencies running first-wave emergency rental assistance programs named incomplete applications as their top program limitation, ahead of every other barrier they were asked about.

30%

Only three in ten tenants in buildings owned by small landlords knew their local rental assistance program existed. A program a household never hears about might as well not exist for them.

15%

of landlords spent more than an hour completing the paperwork for a single tenant's rental assistance application. More than half spent over thirty minutes per tenant, time that never touches the work of housing anyone.

2 weeks

When Virginia let caseworkers use data the state already had instead of asking households to resubmit it, processing time dropped by about two weeks per application, and approval odds rose by 15 percentage points.

None of this is a household's or a caseworker's fault. It is what happens when every program builds its own front door.

Conductor for Household Assistance provides a single door and single application to access and qualify for all your programs. It already runs at that range of scale: 1 million+ people served and $1.5 billion+ distributed through Kinetech-delivered household assistance programs, from a statewide deployment for the Michigan State Housing Development Authority that processed 500,000+ applications and helped secure an additional $360 million in performance-based federal funding, down to Habitat for Humanity affiliates where the same platform cut one affiliate's application-to-approval timeline by 50% and saved another roughly $145,000 a year.
