Texas DIR-CPO-5958 Contract Overview

Kinetech Cloud, LLC has been awarded a Deliverables-Based IT Services (DBITS) contract through the Texas Department of Information Resources (DIR) Cooperative Contracts Program.  This award enables Kinetech to provide custom application development, technology modernization, and ERP support to eligible Texas state agencies, local governments, K-12 institutions, and public higher education entities under Contract No. DIR-CPO-5958.  This streamlined procurement path enables agencies to quickly access Kinetech’s services at pre-negotiated pricing, eliminating the need for additional competitive bidding.

  • Contract Term: July 1, 2025 – June 30, 2027 (With one optional two-year and one optional one-year renewal)

  • DIR Administrative Fee: 0.75% (included in pricing)

  • Contract Type: Deliverables-Based IT Services (DBITS)

Scope of Services available under the DBITS Contract
Kinetech is authorized to provide services under the following categories:

1. Application Development, Maintenance, and Support

  • Analysis, design, development, and deployment of new applications or enhancements to existing applications

  • Requirements gathering, customization, testing, documentation, and implementation

  • Troubleshooting, modernization, and security enhancements for legacy systems

2. Technology Upgrade, Migration, and Transformation

  • Assessment and transformation of customer IT environments

  • Application re-hosting, re-platforming, re-engineering, and cloud migration

  • Support for change management and enterprise technology transformation

3. Enterprise Resource Planning (ERP)

  • Implementation and configuration of ERP systems for finance, HR, procurement, and asset management

  • Business process reengineering (BPR), configuration, ROI analysis, training, and Agile delivery

How to Order Services

DIR-eligible customers can procure services from Kinetech without additional competitive bidding. The process:

  1. Define project scope and determine applicable DBITS category

  2. Prepare a Statement of Work (SOW) using the DIR SOW Template 

  3. Negotiate the scope, deliverables, milestones, and pricing directly with Kinetech

  4. Execute the SOW, referencing Contract No. DIR-CPO-5958

  5. Issue a Purchase Order (PO) to Kinetech Cloud, LLC

  6. Kinetech delivers services and invoices upon completion of milestones
