Dallas County and Kinetech have reached an agreement to run the County's Emergency Housing Assistance Program (EHAP) leveraging Kinetech's GovTech Cloud. The system is available to Dallas County residents effective immediately. All residents and landlords in Dallas County (but outside City of Dallas) who have faced economic hardship caused by the pandemic and within the program allowed income ranges are encouraged to apply. Kinetech was selected to host this software because of our enterprise GovTech solution, proven approach, and accelerated time to value. The Dallas County Health and Human Services (DCHHS) department is tasked with distributing millions in funds before the end of the calendar year. To address the challenge, Kinetech has deployed a device agnostic, mobile-first web scale solution that intuitively guides applicants through the application process.
The entire solution from kickoff to go-live of was approximately 3 months. Dallas County provided access to Subject Matter Experts (SMEs), completed test / validation, and worked with a Kinetech team consisting of an architect, lead developer, analyst, and integration / UX specialist.
Dallas County's GovTech Cloud is configured to support their multi-level approval process, existing SAP payment general ledger (GL), and integrates with three cloud RESTful APIs. The integration services are:
- Twilio / sendgrid for notifications,
- Smarty / Mapping - GIS / address helper
- Multi-Factor authentication (MFA) for security
The entire solution from kickoff to go-live of the intake portal was approximately 3 months. Dallas County provided access to Subject Matter Experts (SMEs), completed test / validation, and worked with a Kinetech team consisting of an architect, lead developer, analyst, and integration / UX specialist.
Kinetech was referred to Dallas County, from the City of Dallas, who adopted Kinetech less than 12 months ago. By operating a common GovTech platform, the two agencies may coordinate relief efforts in a streamlined fashion. Applicants or landlords kickoff the application by providing the tenants name, email and the landlord / contacts email using the links above.
After multi-factor authenticating (MFA), applicants may complete a checklist of items that will assist the County and their associated housing specialists.

Extended Purchasing Program & Contract / Ride-Along:

This application is hosted on the AWS Cloud. All data is geographically located in the continental United States. All data is owned by the City of Dallas and will be retained for a minimum of 5 years. Data will only be shared with Housing Assessment & Resource Agencies (HARA) partners to determine there is no duplication of benefits. Any personal identifiable information (PII) will be encrypted using industry standard AES encryption. All applicants and case workers must Multi-Factor Authenticate (MFA) using a valid email address. The application is inaccessible if your device cannot establish a secure HTTPS / SSL connection.
About the DCHSS / EHAP:
The Dallas County Department of Health and Human Services (DCHHS) will administer the COVID Emergency Housing Assistance Program (EHAP) through its network case manager starting May 12, 2022. EHAP can provide rental, mortgage, and utility assistance for eligible applicants so that they retain their housing stability.
